The theme of this year's annual conference, "Globalization and Free Trade: the Asian Perspectives", conforms to the trend of the times and answers the calls of the parties concerned. It is well targeted and highly relevant to the current situation. I hope that the participants will seek new inspirations through in-depth discussion on the theme of the conference, build consensus on economic globalization and free trade, and make positive contribution to stability, development and prosperity of Asia and the world.
亞洲的發展離不開世界,世界的繁榮離不開亞洲。亞洲國家幾十年來快速發展的歷程,就是不斷深入參與經濟全球化的進程。亞洲國家堅持擁抱而非排斥經濟全球化,始終是經濟全球化和自由貿易的積極參與者和堅定支持者,既收穫了經濟全球化的累累碩果,也為經濟全球化作出了重要貢獻。
——亞洲國家積極參與經濟全球化,實現自身跨越式發展,創造了“亞洲奇跡”。第二次世界大戰結束後,一批批贏得獨立的亞洲國家抓住經濟全球化機遇,確立貿易立國戰略和經濟發展趕超戰略,發揮自身比較優勢,積極參與國際分工和區域合作,踏上了經濟發展的快車道。不少亞洲國家連續多年實現經濟高速增長。今天的亞洲已成為世界上最具發展活力和潛力的地區。
——亞洲國家積極參與經濟全球化,推動世界經濟增長,提供了“亞洲機遇”。特別是國際金融危機以來,亞洲已成為拉動世界經濟復蘇和增長的重要引擎,對世界經濟增長的貢獻率約50%。近年來,亞洲國家積極開展對外投資,擴大國際經濟合作。亞洲國家龐大的人口規模和不斷成長的中等收入群體,形成巨大的消費和投資市場。世界各國紛紛“向東看”,都希望搭乘亞洲發展的“順風車”,搶抓亞洲發展機遇。
——亞洲國家積極參與經濟全球化,走出一條亞洲特色的現代化道路,積累了“亞洲經驗”。亞洲國家根據自身條件和發展階段選擇融入經濟全球化的路徑、方式與節奏,既擁抱現代工業文明,又恪守亞洲傳統和民族特色,不斷從全球產業鏈、供應鏈和價值鏈的中低端邁向中高端。我們堅持和平共處五項原則,加強各領域合作交流;堅持市場導向和政府調控相結合,保持經濟健康穩定運行;堅持開放包容,穩步推進區域合作,創造出多元共生的活力亞洲。特別是面對亞洲金融危機和國際金融危機的衝擊,我們守望相助、同舟共濟,推動了亞洲發展“鳳凰涅槃,浴火重生”。

今年1月,習近平主席在達沃斯世界經濟論壇年會上發表重要演講,對經濟全球化問題進行了深刻闡述。他指出,經濟全球化是社會生產力發展的客觀要求和科技進步的必然結果,為世界經濟增長提供了強勁動力;經濟全球化也帶來了新問題,經濟全球化進程的不足,值得我們重視和深思;面對經濟全球化帶來的機遇和挑戰,正確的選擇是,充分利用一切機遇,合作應對一切挑戰,引導好經濟全球化走向。他強調,要主動作為、適度管理,讓經濟全球化的正面效應更多釋放出來,實現經濟全球化進程再平衡;要順應大勢、結合國情,正確選擇融入經濟全球化的路徑和節奏;要講求效率、注重公平,讓不同國家、不同階層、不同人群共用經濟全球化的好處。
習近平主席的重要論述為應對當前世界經濟面臨的困難和挑戰、推動人類社會走向繁榮和進步指明了方向。在發展和變革的大潮中,我們要牢牢把握世界大勢,順應時代潮流,總結亞洲經驗,弘揚亞洲智慧,攜手推動經濟全球化與自由貿易,共同打造亞洲和人類命運共同體。
一是共同堅持和平發展。沒有和平的環境,經濟全球化難以實現。各國都要堅持走和平發展道路,樹立和踐行共同、綜合、合作、可持續的安全觀,共同維護和平穩定的發展環境。大國對維護世界和平負有主要責任,相互之間要加強戰略溝通,增進戰略互信,尊重彼此核心利益和重大關切,在國際地區事務上共同發揮建設性作用,不以一己之私損害地區穩定和戰略平衡。針對一些地區矛盾分歧,各有關方要堅持對話協商,和平解決爭端。要加強非傳統安全領域合作,共同應對恐怖主義、氣候變化、難民問題、自然災害等全球性挑戰。
二是大力促進創新發展。創新是引領世界經濟發展的第一動力。二十國集團領導人杭州峰會通過《創新增長藍圖》,並制定具體行動計畫,這是全球經濟增長重現活力的關鍵。我們要按照杭州峰會重要共識,向創新要動力、向改革要活力,建設創新型世界經濟。要推動宏觀經濟政策創新,把財政貨幣政策和結構性改革政策有效組合起來,標本兼治、綜合施策。要下決心推進經濟結構調整和轉變經濟發展方式,為增長創造空間、增加後勁。要把握好新一輪科技和產業革命帶來的機遇,利用新技術,發展新經濟,打造新動能,培育新產業、新模式、新業態,激發社會創造力和市場活力。
三是攜手引領開放發展。我們要秉持開放發展理念,打造開放型世界經濟,推動建設利益共用的價值鏈和利益融合的大市場。要重振貿易和投資的引擎作用,堅定維護以世界貿易組織為代表的多邊自由貿易體制,增強自貿安排開放性和包容性,構建面向全球的經濟合作和自由貿易網路。今年是東盟成立50周年、東盟與中日韓(10+3)合作機制成立20周年,東亞區域合作站在新的歷史起點上。我們要繼續推動中國-東盟(10+1)、東盟與中日韓、瀾滄江-湄公河合作、東亞峰會、亞洲合作對話等區域合作進程深入發展,推動中國-東盟自貿區升級議定書全面生效實施,早日結束區域全面經濟夥伴關係協定(RCEP)談判,積極推動亞太自貿區建設,為亞洲命運共同體建設夯實基礎。
四是積極踐行共用發展。我們要完善發展理念和模式,努力解決發展不平衡問題,推動經濟全球化更具包容性、普惠性。各國要解決好資本與勞動、增長與分配、效率與公平等問題,讓發展機會更加均等、發展成果人人共用,促進社會公平正義。加強南北對話和南南合作,説明不發達國家融入全球產業鏈,鼓勵廣大發展中國家提高自我發展能力,加大力度推動減貧和落實聯合國2030年可持續發展議程,實現全球範圍平衡發展,讓經濟全球化光芒照亮世界每一個角落。
五是努力推動公正發展。我們要適應世界經濟格局新變化,推動全球經濟治理體系變革,為全球經濟增長提供有力保障。各國在國際經濟合作中應平等參與決策、享受權利、履行義務。要堅持多邊主義,維護多邊體制權威性和有效性,積極推動二十國集團從危機應對向長效治理機制轉型,鞏固其作為全球經濟治理重要平臺的地位。繼續推動國際貨幣基金組織份額和治理改革,賦予新興市場國家和發展中國家更多代表性和發言權。共同落實好氣候變化《巴黎協定》,推動經濟、社會、環境協調發展。
女士們、先生們、朋友們!
中國經濟這艘大船行穩致遠。中國經濟發展進入了新常態,經濟增速、經濟發展方式、經濟結構、經濟發展動力都正在發生重大變化,但中國經濟長期向好的基本面沒有改變。
2016年,在世界經濟疲弱的背景下,中國國內生產總值增長6.7%,位居世界前列,對全球經濟增長的貢獻率超過30%。就業增長超出預期,全年城鎮新增就業1314萬人。供給側結構性改革取得初步成效,全年退出鋼鐵產能6500萬噸以上、煤炭產能2.9億噸以上。經濟結構加快調整,消費在經濟增長中發揮主要拉動作用,服務業增加值占國內生產總值比重上升到51.6%。大氣、水、土壤等污染治理力度加大,生態文明建設步伐加快。主要領域“四梁八柱”性質的改革主體框架基本確立,為經濟社會發展不斷注入新的強大動力。人民生活持續改善,農村貧困人口減少1240萬。中國經濟運行緩中趨穩、穩中向好,保持在合理區間,發展品質和效益不斷提高,民生保障和社會事業取得新進展,實現了“十三五”良好開局。
今年將召開中共十九大,也是中國實施“十三五”規劃的重要一年,是推進供給側結構性改革的深化之年。中國全國“兩會”剛剛閉幕,會議對今年國家各項工作作了安排部署。李克強總理在政府工作報告中提出,今年中國經濟增長6.5%左右,在實際工作中爭取更好結果;物價漲幅3%左右;城鎮新增就業1100萬人以上;進出口回穩向好。我們將在以習近平同志為核心的中共中央堅強領導下,統籌推進“五位一體”總體佈局和協調推進“四個全面”戰略佈局,堅持穩中求進工作總基調,牢固樹立和貫徹落實新發展理念,適應把握引領經濟發展新常態,堅持以提高發展品質和效益為中心,全面做好穩增長、促改革、調結構、惠民生、防風險各項工作,保持經濟平穩健康發展和社會和諧穩定。
中國堅定不移實施對外開放戰略。中國開放的大門對世界始終是打開的,而且隨著發展只會越開越大。我們將大力優化外商投資環境,進一步放寬服務業、製造業、採礦業外商投資准入,支援外商投資企業在國內上市、發債,在資質許可、標準制定、政府採購、享受《中國製造2025》政策等方面,對內外資企業一視同仁。全面實施清單管理制度,深化“放管服”改革,繼續減稅降費,為企業減輕負擔,切實保護投資者合法權益。高標準高水準建設上海等11個自貿試驗區,全面推廣成熟經驗。加強產權保護,促進公平競爭,讓中國市場更加透明、更加規範、更有吸引力。預計未來5年,中國將進口8萬億美元的商品,吸收6000億美元的外來投資,對外投資總額將達到7500億美元,出境旅遊將達到7億人次。今年春節期間,中國公民出境旅遊總量達615萬人次,足跡遍佈全球85個國家和地區、1254個城市,出境消費高達1000億元人民幣。中國經濟平穩健康發展,將為全球經濟穩定和增長提供更加強大的動力。中國同一大批國家聯動發展,將使全球經濟發展更加平衡。
女士們、先生們、朋友們!
面對世界政治經濟格局的深刻變化,中國將始終站在和平穩定一邊,站在公道正義一邊,做世界和平的建設者、全球發展的貢獻者、國際秩序的維護者。中國堅持獨立自主的和平外交政策,堅定不移走和平發展道路,推動建設以合作共贏為核心的新型國際關係,打造人類命運共同體,願在和平共處五項原則基礎上同所有國家發展友好合作。中國秉持親誠惠容的周邊外交理念,同周邊國家深化互聯互通和友好合作,著力營造睦鄰互信、共同發展的周邊環境。中國願同包括亞洲國家在內的世界各國一道努力,為人類和平與發展事業作出新貢獻。
懷著促進世界各國共同發展的美好願望,2013年秋天,習近平主席提出了“一帶一路”倡議。“一帶一路”建設堅持共商共建共用、優勢互補、互利共贏、合作發展、造福人民。3年多來,已有100多個國家和國際組織積極回應支援,40多個國家和國際組織同中國簽署合作協定,加強互聯互通、產業合作、金融支援,一批重大專案建設落地,帶動了經濟發展,創造了大量就業,改善了民生福祉,獲得了初期收穫。今年5月,中國將在北京舉辦“一帶一路”國際合作高峰論壇,共商合作大計,共建合作平臺,共用合作成果,為解決當前世界和區域經濟面臨的問題尋找方案,為實現聯動式發展注入新能量,讓“一帶一路”建設更好造福各國人民。

“大江來從萬山中,山勢盡與江流東。”經濟全球化與自由貿易的浪潮不會被重巒疊嶂所阻,不會被暗流淺灘所滯,必將滾滾向前、永不停歇,奔向世界經濟的大海。讓我們攜起手來,共同推動經濟全球化和自由貿易進程,開創亞洲和世界的美好未來!

Asia's development cannot be achieved without the world, and the prosperity of the world would be impossible without Asia. Asian countries have enjoyed rapid development over the past decades through participation in economic globalization. Embracing rather than rejecting economic globalization, they have all along taken an active part in and given firm support to economic globalization and free trade. They have benefited from economic globalization and also made important contribution to this process.
- Through economic globalization, Asian countries have realized leapfrog development and created the "Asian miracle". After the end of the Second World War, the newly independent Asian countries seized the opportunities brought by economic globalization and implemented the strategy of trade for growth and economic catch-up. Building on their comparative advantages, they have taken an active part in international division of labor and regional cooperation and embarked on a fast track of economic development. Many Asian countries have registered sustained high-speed growth. As a result, today's Asia has grown into the most vibrant and promising region in the world.
- Through economic globalization, Asian countries have provided driving force for global growth and offered the "Asian opportunities". In particular, since the outbreak of the international financial crisis, Asia has served as a major engine for the recovery and growth of the world economy, contributing to nearly half of global growth. In recent years, Asian countries have been active in conducting outbound investment and international economic cooperation. The large population and growing middle-income groups in Asian countries have provided a huge consumption and investment market. Countries in the world are all turning their eyes to the east, hoping to take the ride of Asia's development and seize the opportunities it presents.
- Through economic globalization, Asian countries have found a path of modernization with Asian features and accumulated the "Asian experience". In line with their realities and development stages, Asian countries have integrated into economic globalization through their own ways, means and pace. While embracing modern industrial civilization, countries in Asia have maintained the Asian traditions and national characters, and moved up from the lower end to the middle and higher ends in the global industrial, supply and value chains. Following the Five Principles of Peaceful Coexistence, we have strengthened cooperation and exchanges in all fields. Combining market rules and government regulations, we have maintained sound and steady economic performance. We have steadily advanced regional cooperation in keeping with the principles of openness and inclusiveness, and created a diversified and dynamic Asia. In particular, when confronted with the impact of the Asian financial crisis and international financial crisis, we have extended mutual assistance in the spirit of unity and worked together to bring Asia back to the path of prosperity.

Last January, President Xi Jinping shared his insights on economic globalization when speaking at the World Economic Forum Annual Meeting in Davos. He pointed out that economic globalization resulted from growing social productivity and is a natural outcome of scientific and technological progress. It has powered global growth but also created new problems. The pitfalls in this process must be taken seriously. In the face of both opportunities and challenges, the right thing to do is to seize every opportunity, jointly meet challenges and chart the right course for economic globalization. He emphasized that we should act proactively and manage economic globalization as appropriate so as to release its positive impact and rebalance the process of economic globalization. We should follow the general trend, proceed from our respective national conditions and embark on the right pathway of integrating into economic globalization at the right pace. We should strike a balance between efficiency and equity to ensure that different countries, different social strata and different groups of people all share in the benefits of economic globalization.
These important views shared by President Xi Jinping have pointed the way for overcoming the difficulties and challenges facing the world economy and promoting the prosperity and progress of human society. In pursuing development and reform, we need to keep up with the changes in the world, follow the trend of the times, and promote Asian experience and vision. We need to work together to advance economic globalization and free trade and jointly create a community of shared future for Asia and mankind.
First, we should all be committed to peaceful development. Without a peaceful environment, economic globalization cannot be realized. All countries should keep to the path of peaceful development, foster and practice a vision of common, comprehensive, cooperative and sustainable security, and jointly maintain a peaceful and stable environment for development. Major countries shoulder primary responsibilities for maintaining world peace. They should step up strategic communication, increase strategic mutual trust, respect each other's core interests and major concerns, play a constructive role in international and regional affairs, and refrain from pursuing selfish interest at the cost of regional stability and strategic balance. To address regional tensions and differences, the parties concerned should stick to peaceful settlement of disputes through dialogue and consultation. It is important to step up cooperation in the non-traditional security fields, and jointly tackle global challenges such as terrorism, climate change, refugees and natural disasters.
Second, we should vigorously promote innovation-driven development. Innovation is the primary driving force for global growth. The G20 Hangzhou Summit adopted the Blueprint on Innovative Growth and formulated specific action plan, which is crucial for reinvigorating global growth. In line with the consensus of the Hangzhou Summit, we should stimulate and drive growth through innovation and reform to build an innovative world economy. It is important to promote innovation in macro-economic policies, introduce an effective package of fiscal, monetary and structural reform policies, and address both symptoms and root causes with a multi-pronged strategy. We should be determined to push for the adjustment of economic structure and shift in growth model, in order to create more space and momentum for growth. It is important to seize the opportunities brought by the new round of scientific, technological and industrial revolution, employ new technologies, develop new economy, cultivate new driving forces, and foster new industries, new models and new businesses to unleash social creativity and market dynamism.
Third, we should lead the way toward open development. We should advocate the philosophy of open development, build an open world economy, and promote shared benefits and integrated interests in building value chains and markets. We should reenergize trade and investment as the engines of growth, firmly uphold the multilateral free trade regime represented by the WTO, make free trade arrangements more open and inclusive and build networks of economic cooperation and free trade oriented to the whole world. This year marks the 50th anniversary of the establishment of ASEAN, and the 20th anniversary of the ASEAN Plus Three (China, Japan and the ROK) cooperation mechanism. Regional cooperation in East Asia now stands at a new historical starting point. We should continue to deepen China-ASEAN cooperation, ASEAN Plus Three cooperation, Lancang-Mekong cooperation, East Asia Summit (EAS), Asian Cooperation Dialogue (ACD) and other regional cooperation processes. We should work for the full and effective implementation of the protocol for the upgrade of China-ASEAN FTA, conclude negotiations on the Regional Comprehensive Economic Partnership (RCEP) at an early date, and push for the building of the Free Trade Area of the Asia-Pacific (FTAAP) to lay a solid foundation for a community of shared future in Asia.
Fourth, we should actively pursue shared development. We should improve the philosophy and modality of development, work hard to address uneven development and make economic globalization more inclusive and universal. Countries should strive to balance the relations between capital and labor, growth and distribution, and efficiency and equality, so as to ensure equal access to development opportunities, share the fruits of development and uphold social equity and justice. We should step up North-South dialogue and South-South cooperation, help underdeveloped countries integrate into the global industrial chain, encourage developing countries to increase capacity for self-development and intensify efforts of poverty reduction and implementation of the UN 2030 Agenda for Sustainable Development. We should aim at realizing balanced development at a global level so that the light of economic globalization will shine upon every corner of the world.
Fifth, we should strive to promote equitable development. We should adapt to the new changes in world economic landscape and push for the reform of the global economic governance system to provide strong guarantee for global growth. In international economic cooperation, we should ensure equality for countries in decision making, rights and obligations. We should stick to multilateralism, uphold the authority and effectiveness of multilateral system, push the G20 to transform from a crisis-response mechanism to a long-term governance mechanism and solidify its position as the premier platform of global economic governance. We should continue to push forward quota and governance reform of the IMF to give emerging market economies and developing countries more representation and say. We should work together to ensure good implementation of the Paris Agreement on climate change and promote balanced economic, social and environmental progress.

The Chinese economy is now on a steady course. It has entered a new normal, with major changes in its growth speed, model, structure and driving forces. Yet the fundamentals supporting long-term and positive growth have remained unchanged.
In 2016, despite a sluggish world economy, China recorded a 6.7% growth in GDP, which was among the fastest in the world, and contributed to more than 30% of global growth. Growth in jobs, totaling 13.14 million in urban sectors, also exceeded projections. Initial progress was achieved in supply-side structural reform. Over the year, steel production capacity was cut by more than 65 million metric tons and coal by over 290 million metric tons. With accelerated pace of economic restructuring, consumption played a major role in economic growth, and the value added created by the service sector rose to 51.6% of GDP. Stronger measures were taken against pollution in air, water and soil, and the process of ecological conservation was accelerated. The general framework for carrying out reform in various sectors, like the beams and pillars of a house, has been put into place, injecting new and strong impetus to economic and social progress. The people are living better lives. The rural population in poverty was reduced by 12.4 million. The economy has registered a slower but stable performance with good momentum for growth. It has stayed within the proper range, with marked improvement in quality and efficiency. New progress has been made in social security and social programs. All this has put the implementation of the 13th Five-Year Plan off to a good start.
This year, the Communist Party of China (CPC) will hold its 19th National Congress. It is also a crucial year for the implementation of the 13th Five-Year Plan and for deepening supply-side structural reform. The just-concluded "NPC & CPPCC Sessions" have made specific plans for the government's work this year. In the report on the work of the government delivered by Premier Li Keqiang, the following targets have been set for this year: GDP growth of around 6.5%, or higher if possible in practice; CPI increase at around 3%; over 11 million new urban jobs and a steady rise in import and export volumes. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we will strive for balanced economic, political, cultural, social, and ecological progress and coordinated implementation of the Four-Pronged Comprehensive Strategy, seek progress while keeping performance stable, follow the new vision of development, adapt to, understand and steer the new normal in economic development. With the focus on improving the quality and efficiency of development, we will strive to deliver a good performance in maintaining stable growth, advancing reform, promoting structural adjustment, improving people's well-being, and guarding against risks so as to keep the economy on the track of sound and steady development and uphold social harmony and stability.
China remains committed to the strategy of opening-up. China will not shut its door to the outside world, but only open even wider. We will vigorously improve the environment for foreign investment, give greater access to foreign investment in the service, manufacturing and mining industries, support foreign-invested companies in seeking listing opportunities and issuing bonds in China and ensure that foreign companies will be treated the same as domestic companies in license application, regulatory standards, government procurement and access to policy incentives under the Made in China 2025 initiative. We will put in place a nation-wide list-based management system, deepen reform to streamline administration, delegate powers and improve regulation and services, and further reduce taxes and fees to lower the burden on enterprises and protect the legitimate rights and interests of investors. We will build the 11 pilot free trade zones, including the one in Shanghai, with high standards, and promote the good practices across the country. We will enhance IPR protection and encourage fair competition to make the Chinese market more transparent, standardized and attractive. In the coming five years, China is expected to import US$8 trillion of goods, attract US$600 billion of foreign investment and make a total of US$750 billion of outbound investment, and Chinese tourists will make 700 million overseas trips. During this year's Spring Festival alone, 6.15 million Chinese tourists travelled overseas, leaving their footprints in 1,254 cities in 85 countries and regions and spending RMB100 billion yuan during these trips. The steady and sound development of the Chinese economy will provide an even stronger driving force for the stability and growth of the world economy. The interconnected development of China and a large group of countries will bring about greater balance in global economic growth.

In the face of the profound changes in international political and economic landscapes, China will remain a force for peace, stability, justice and equity. We will continue to make our contribution to world peace and global development and uphold the international order. We will stay committed to an independent foreign policy of peace, unswervingly follow the path of peaceful development, and work for the building of a new type of international relations featuring win-win cooperation and a community of shared future for mankind. We are ready to develop friendship and cooperation with all other countries on the basis of the Five Principles of Peaceful Coexistence. Following the principles of amity, sincerity, mutual benefit and inclusiveness, we will strengthen connectivity and friendly ties with neighboring countries and promote good-neighborliness, mutual trust and common development in our neighborhood. China is ready to work with its Asian neighbors and all countries in the world to make new contribution to peace and development of mankind.
With the vision for common development of the world, President Xi Jinping proposed the Belt and Road Initiative in the autumn of 2013. Characterized by extensive consultation, joint contribution and shared benefits, the Belt and Road builds on the complementarities of various parties to promote mutually beneficial cooperation and common development for the benefit of the people. Three years on, the Initiative has been endorsed and supported by more than 100 countries and international organizations. More than 40 of them have signed cooperation agreements with China in areas such as connectivity, industrial capacity cooperation and financial support. A number of major projects have been launched and delivered early harvests in boosting local economy, generating jobs and improving people's lives. In May this year, China will host the Belt and Road Forum for International Cooperation in Beijing, during which participants will have an opportunity to explore cooperation plans, build cooperation platforms and share the outcomes of cooperation. They will look for solutions to the economic challenges of the region and beyond and unleash new drivers for interconnected development so that greater benefits will be delivered to the people through the building of the Belt and Road.

As a Chinese poem reads, "While the mighty river winds through the mountains, it never changes course and always flows east." Economic globalization and free trade, like a big river, will never be blocked by mountains or stopped by undercurrents and shallow shoals, but always surge ahead toward the vast ocean of world economy. Let us work together to push forward economic globalization and free trade and create a better future for Asia and the world.
